Duties

As a Security Officer, you will:

  • Participate with senior management to assure that security considerations are an integral part of strategic planning. Provide security assessments in regards to program and operational planning to assure the inclusion of strategies and resources for the protection of information, people, and property from theft, loss, misuse, abuse, fraud, disclosure, espionage, or sabotage.
  • Oversee the development and implementation of security policies, procedures, and systems that determine particular clearances for FinCEN, detailed and contractual personnel that access sensitive information/data, resources, material, and/or work sites. Ensures personnel in sensitive positions possess required national security access, in accordance with regulations, OPM guidance, and national interest. Coordinate background investigation (BI) and national security clearance processes for pre-employment applicant scrutiny and periodic recertification.
  • Provide direction to FinCEN staff in establishing systems and controls for the protection of security sensitive or classified documents and appropriately restricts access and determines compliance with IS control processes.
  • Responsible for establishing and managing a comprehensive and creditable Counterintelligence (CI) program capable of supporting FinCEN's mission area and capable of the following: conducting and managing CI inquiries and reporting requirements; establishing CI support to FinCEN's Continuity of Operational Program (COOP), anti-terrorism and Force Protection requirements; conducting pre and debriefs of FinCEN employees conducting foreign travel; and providing CI awareness training to FinCEN employees.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Security Clearance: This position has been designated National Security Level IV, Special Sensitive and requires the incumbent to obtain and maintain eligibility for a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access. Applicant must meet and continue to adhere to the requirements of a Tier 5 level background investigation. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 5 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.

To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement Safer Federal Workforce Task Force 2 pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Qualifications

You must meet the following requirements by the closing date of this announcement.

For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service.

Specialized experience for this position is defined as:
  • Providing technical advice and assistance concerning security protocols, management policies and procedures, investigative standards and credentialing requirements;
AND
  • Supervision/oversight of security staff members and/or contractors, including work assignments and priority determinations; AND/OR
  • Applying methods for evaluating, implementing, and disseminating security enhancements and procedures sufficient to coordinate activities designed to protect and restore security systems, services, and capabilities.
