Job description

The Virginia Retirement System is seeking detailed oriented professional to serve as a Program Support Technician within our Health Benefits business unit. Working under the direction of the Health Benefits Supervisor, the Program Support Technician will work in coordination with Health Benefits Specialists to execute and monitor business system transactions related to the Commonwealth’s Retiree Health Insurance Program.

This position will be responsible for:
  • Processing health applications for participants
  • Reviewing, auditing and determining eligibility of state administered health insurance applications
  • Reviewing reports to ensure premiums are correct and deducted on time
  • Working closely with other state agencies and third party administrators
  • Ensuring integrity of all related systems by coordinating health coverage and premium deductions for all retired participants, survivors and long term disability recipients
  • Reviewing, interpreting and applying legislation to day to day application processing
  • Researching discrepancies and calculating special refunds and billings accordingly
  • Assisting, informing and educating internal and external customers regarding health insurance and health credit questions by interpreting and applying policies and procedures of the Health Insurance Manual, State Benefits Regulations, Code of Virginia and VRS policy
  • Performing system testing of health insurance and health credit processing in VNAV and Cardinal while working with internal technology teams to implement system/programming changes
  • Conducting presentations and leading training sessions



Minimum Qualifications The best qualified candidate will have education in health administration or a closely related field and experience working with the public providing benefits or processing benefit applications.
Preferred Qualifications Applicants should have the ability to:
  • Meet high volume processing deadlines
  • Communicate effectively, orally and in writing
  • Use Microsoft Office Products efficiently, specially Excel
  • Process applications as outlined in standard operating procedures
  • Organize time and resources efficiently
  • Analyze data for errors and inaccuracies
  • Work remotely in an independent setting


The best qualified candidate will also have knowledge of retiree benefits and working experience in BES, Cardinal, and VNAV.
