Duties

  • You will ensure timely performance and high quality work of teammates, which includes maintaining flexibility to provide quick action on changing high-priority projects to meet fluctuations in Command deadlines and programs.
  • You will serve as the Project Leader for deployment and operations of Industrial Control Systems (ICS)/Advanced Metering Infrastructure (AMI) networks and interfaces with other related systems.
  • You will provide oversight and prepare analyses for complex utility systems and ICS/AMI.
  • You will direct the planning, coordination, and execution of highly complex ICS/AMI and utility engineering master plans, evaluations, and utility systems/plants operations.
  • You will apply results of fundamental engineering and energy analysis in developing business case analysis of utility system alternatives and utility system support processes and systems.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as an Engineering and Technical Management (ETM) Career Field Level 2. Certification is required within 24 months of appointment.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 751 - Cyber Workforce Developer and Manager within 12 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • A Cost-of-Living-Allowance (COLA) of 9.75% will be added to the stated salary.
  • This position is eligible for part time, full time or ad-hoc telework at the discretion of management.

Qualifications

This position has a selective placement factor for the GS-13 level that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

GS-13: In addition to the selective placement factor, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying advanced theories, concepts, and principles practiced in the science of professional computer engineering, electronics engineering, and/or mechanical engineering to serve as an expert in the operation, integration, and maintenance of Industrial Control Systems (ICS), Building and Utility Control Systems, and Advanced Metering Infrastructure (AMI); 2)Applying advanced theories and concepts of energy parameters, meter engineering (metrology), and engineering principles to analyze the operation and maintenance of utilities systems, including industrial control systems, utility plants, utilities acquisition, utilities systems, mechanical, electrical, and/or electronic control systems;
3) Analyzing and evaluating the effectiveness of management controls, channels of communication, operating procedures, organization, and position structure in order to initiate, propose, and develop new and advanced management techniques and methods; and 4) Providing expertise to management and leadership on solving Smart Grid programming challenges.

Specialized experience must demonstrate the following: 1) Investigating and analyzing potential deficiencies of utility systems and Industrial Control Systems (ICS)/Advanced Metering Infrastructure (AMI), in order to provide recommendations that support changes in design, operation and maintenance; 2) Providing guidance on one or more areas of the ICS/AMI integration process required to meet energy and utility program goals, such as: requirements identification, system definition, systems development, systems maintenance, troubleshooting, etc.; And 3) Providing recommendations to management for the long range planning of ICS/AMI and utility engineering master plans, evaluations, and utility systems/plants operations.

Specialized experience must demonstrate the following: 1) Assisting management with conducting research that supports changes in design, operation and maintenance of utility systems and Industrial Control Systems (ICS)/Advanced Metering Infrastructure (AMI); 2) Assisting management or a senior engineer with executing the ICS/AMI integration process in order to meet energy and utility program goals; And 3) Assisting management in the long range planning of ICS/AMI and utility engineering master plans, evaluations, and utility systems/plants operations, by performing more simple tasks such as compiling the necessary data and information.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

PHYSICAL DEMANDS: The work is mostly sedentary. However, the work requires site visits to inspect and assess utility plants, ICS, and AMI that involve moderate physical exertion resulting from long periods of standing and climbing structures in utility plants. The work requires agility and dexterity.

WORK ENVIRONMENT: The work is mostly performed in an office setting. However, the work occasionally involves moderate risks or discomforts working around massive rotating machinery, high voltage electrical switchgear, high-pressure steam, high-pressure pneumatic systems, or high-pressure hydraulic systems in utility plants, pump stations, or distribution and collection systems. Work areas may not be adequately lighted or ventilated. During field investigations, the incumbent will be required to use protective clothing or safety gear such as hardhats, coveralls, safety boots, and goggles.
