The Position: Under the general direction of the Senior Director, Facilities, Planning, Design & Construction, the incumbent performs general administrative and managerial functions involving decisions and actions related to the administration of programs, which involve the operation, maintenance and repair of state-owned University buildings and structures. The incumbent manages periodic and comprehensive evaluations of program goals and objectives and means of substantially reducing operating costs without impairing overall operations. Together with subordinate management, the incumbent resolves differences regarding scheduling and priorities of work to be accomplished; prepares, justifies and administers budget allocations; administers personnel activities within Facilities Services, and plays a significant role in the development of information systems for Facilities Services to provide effective and efficient management of resources allocated to Administration and Finance. Additionally, the incumbent provides advice and counsel that has major impact on all aspects of Facilities Services in a coordinating capacity with the Administration and Finance directors in the overall planning and direction of the affairs of areas responsible to the Vice President for Administration and Chief Financial Officer. The incumbent provides guidance in the development of the budget and a financial plan for Facilities Services; within statutory and regulatory limitations; provides management direction regarding the control of expenditure of support, and non-state funds allocated to Facilities Services to ensure appropriate services and support levels for the instructional program; utilizes the University financial control and reporting program to provide cost and resource utilization data for use in planning and decision-making for Facilities Services; and, participates in the analysis of current management practices and operations to ensure optimum use of available resources. The incumbent serves as a member of the University Resource Allocation Advisory Committee and the Campus Physical Planning Committee.

Required Qualifications & Experience: A bachelor's degree from an accredited college or university in Business or Public Administration, preferably with an emphasis in operations management or a related field. Five to seven years of progressively responsible management experience in facilities management and operations preferably in higher education. The incumbent must have excellent interpersonal and communication skills; excellent skills in customer service; excellent skills in Microsoft Word, Outlook, TMA (CMMS) and Excel programs; and exceptional written and oral communication skills. The position requires a highly motivated and organized individual with the ability to work independently and collaboratively under tight deadlines to manage numerous projects and programs; and proven ability to inspire confidence, motivate, persuade and negotiate effectively. The incumbent must have a demonstrated interest and/or ability to work in a multicultural/multiethnic environment. A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the California State University. Desired Qualifications: Master's degree from an accredited college or university in Business, Facilities or Construction field is preferred. Substantive responsible management experience in facilities management and operations, preferably in higher education. Experience working within a labor union environment and Certified Facility Manager is preferred.

Appointment: The Administrator III appointment will be made under the guidelines for management and supervisory employees of the California State University. All rights and benefits associated with this appointment are governed by the Management Personnel Plan.
